Wow this boy is serious trouble!!!
I'm not surprised mom is ignoring the warning signs. He should have been disciplined many years ago and boundaries set, I hope it's not to late.

You are not being over dramatic....stand your ground and protect yourself and your pets.

I've not been here for ages, but I'm just going to jump in.
I tend to take the bull by the horns. the best thing you can do for this kid and his mom is to make a deal of it.
Call her. If you can send the video through email, send it to her. Then ask her what SHE wants you to do. Does she want to talk to him? Does she understand that you are not going to allow him to treat animals this way?
Is it possible to send him home? I would. he can't be around dogs. he needs help.
I think it is possible that he does stuff because he gets away with it. that's his game. His choice to harass animals is not a game.
I'm the type that would cancel the visit. I get very clear about things.

If this kid is able to understand that he is way out of line, then there is hope for him.
