06bunny (OP) how long have you had the little girl, do you know much about why she was given away several times. I am not sure if your mother wanted to take this dog in or not, but at 14 months old and having been in several homes, a change in behavior will not happen overnight.
Have you been able to establish a pattern of when she goes #2. My dog goes #2 most days on her second time out which is around noon. If you can tell if she has a schedule that can help, it can also insure you or someone is around to like Taylor said reward and praise, that is important. What humans often don't understand is dogs just don't know that they are supposed to potty outside. If you were trying to potty train a child you would be spending hours and hours of putting them on the potty chair and then often rewarding them with lots of praise and often treats or rewards. If left up to the child they would not know to head to the toilet and bathroom without being told and shown where. So the trick is to try to figure out if the dog has an internal bowl clock, where they go at a certain time, then you can be there to get them outside so you can reward and praise. I also like using a ribbon with jingle bells, Lola rings them when she needs to go out and it is very effective for us, and contrary to what some people think you can teach an old dog new tricks, but the key is to do the same thing over and over and over, again since a dog just like a child will learn by repetition.
