He probably smelled unusual to your dog or the man reminded him of someone from his past he didn't like or was scared of - or he smelled fear or something he couldn't identify. Dogs react from instinct. I would use Teresa's guidance on the Nothing In Life Is Free program as it works with a dog's natural instincts to see their leader as the one who directs their lives and thus they need to do what you say and follow all your directions in order to have the happiest life. I've used that method in working with new dogs and aggressive/dominent dogs for years and it is 100% effective! I can vouch for it working well with very tough, big dogs who hate people to start with! And then start to teach him not to bark by teaching him as she directed. A good training in behavior modification using only positive rewards is vital as this works with NILIF to teach your dog to bond with you and follow your directions under all circumstances. Keep your training sessions very short, very regular and always fun for the dog and you!
