I agree with your post. I know in my county where Hurricane Irene and Tropical storm Lee came, whole towns won't ever recover and so many lost their homes. As a result there are more strays and the shelters filled.
I do agree it should be up to the owner to have their pet microchipped and not be mandatory. I chose to have my Yorkie and Boxer chipped when neutered.
