So very, very sorry you had to lose your little one in this horribly vicious way! I just feel that any dog that goes so far as to attack and keep attacking until it kills another dog - usually a little Yorkie is rendered unable to fight back instantly by a Lab-sized dog - should be euthanized. Most dogs, unless bred or trained to fight to kill, just won't keep up an attack for that long and surely not long enough or violent enough to kill. Almost any dog can be drawn in/tempted to fight or even bite but very, very few of them are so savage as to sustain aggression that severe. To me, that sounds like a legally "vicious dog" and not just a dog that has made a momentary mistake.
Other little dogs and possibly even little children that might come into the path of a dog ferocious enough to attack and kill could all be in grave danger so I would be very glad that your government entity has ruled as they have if I were in your shoes.
I hope that time can heal the wounds and pain in your heart one day but I know that your little sweetie's love will always be there for you when you need it. May your little baby rest in peace.
