The only way the front strap can touch the throat is if the LP is put on inside out, or if it is not adjusted properly. When a dog enters the water, if the body straps are not snug enough, the boyancy of the vest in the water will cause it to float higher than the dog and then yes, the chest foam and strap would catch the dog under the lower jaw.
Also, if a dog wearing a life vest continually lowers his head, it might cause pressure on the throat... I think most LPs do the same thing with people too. They do tend to limit the range of motion a bit, but they are designed to keep the head above water should the wearer become unconscious for any reason.
I'll do a comparison with my more expensive models when it arrives though, just to be sure. But for the money, I think its a great offer.
