You truly are a hero for rescuing this little boy and for giving him a safe and loving home. Teddy is very lucky that you have come into his life. I can't imagine the suffering he has endured; it is so very sad. I hope, with your love and care, that he gets healthier each day and also knows the happiness that he deserves.

Thankfully he is good, safe hands. Get him to your vet as soon as possible. Maybe he will suggest a puppy food for him to help put on a little weight. He maybe a little hesitant to wander about due to his vision problems or feeling insecure due to several rehomings.
How long has he been on the antibiotics? If he has been on them for awhile and they are not working they may need to be changed.
As for the fleas as members have said, they have found Dawn (original) works. If the poor little guy has so many fleas, he may also have tapeworm (watch for what looks like grains of rice in his bed), so try to take a stool sample to the vet with you.
Please keep us update as to how Teddy is doing.

Bless you for takin this poor lil guy in. I pray he responds rapidly and find the love and care he so needs and deserves. I too await your posts and updates. I can't believe anyone could neglect and abuse a precious soul like this.

You are an angel to take Teddy in and commit to giving him the best rest of his life. My Nikki, a rescue has the same cloudiness in his eyes and no teeth. I am wondering if he is possibly older than first estimated. I can't wait to see his personality and beauty emerge with your TLC.

That poor little baby. He's just so tiny and looks like he has had a very rough life.

I don't think I have ever seen as adult Yorkie that weighed less than a pound
