Aw guys... I'm getting so sad. We are on our way to the doggy parlour to fetch her. We
Took her for a good grooming so she'll go back to my SS beautiful and spotless.

I am sorry but possession is 9/10th of the law. Your SS left the dog and has done it before, your family has provided for this dogs care and I would check with authorities..but I believe you now own the dog and rightfully should. If she had mental issues before it was probably due to the care she received with your SS and it is unfair to the dog to send her back to that again.

So......your giving up! I really feel strongly about NOT letting your SS get this little dog. She "will" abuse her...again. We are.... their guardians. I'm also in agreement w/the poster who said, "SS gave her up, you are now the legal guardians."
Your mother needs to listen to her heart. Unless she really doesn't want this little gal any longer.
Praying you guys keep her, in the interest of her well being.
