Maybe your breeder has some concerns about the future health of this puppy and wants to watch him for a little longer. He's too young for a bile acids test and maybe she wants to have that done before she sells him.

I feel really bad for you but ladymom is right. A good breeder will wait until 12wks....Sorry you got your hopes up
