So far they're 10 minutes apart. How long do I let her go safely before calling a vet. Is it an hour after 1 min contractions?

Depends on how far you are from the vet. She'll be fine for an hour, then you need to call your vet for consult, if you live further away you want to start earlier to plan for the drive. Lights are fine, however both of you feel comfortable. Unless they're way bright, she won't mind. Hope things go smoothly for you!

I see the water sac - this is after 2 hours of contractions (every 10 min). Is this normal? How's she doing?

It's common to see the water sac for quite some time before the puppy comes, They're on their way everything sounds like it's going fine.

That's fine, just make sure the puppy is okay, breathing, fluids suctioned out of mouth nose and throat. She'll deliver the placenta shortly. Have you cut the cord yet?
