Some dogs will never breed. Some dogs need to be intimately assisted, also, it is not necessary to actually "mate" dogs anymore, many vets will do extraction and insemination which is actually more certain. Years ago we had a male that would not mount properly and we had to hold the female in place and support /put pressure on his rear until he got it right, we also had to put them on an uneven surface where the female was angled in the correct position because of their slight size difference.
You also always have to take it into consideration that something is not completely right with the female, dogs can sense things we can't. You should really find a mentor or consult a veterinarian and have both dogs checked out. That should have already been set up before you decided to breed. There are not many windows where breeding is even possible under the best circumstances..
