Though YorkieTalk does not allow political threads, we make an exception for legislation that involves animals, as it pertains to the community. Going forward, if you would like to open a discussion about a bill, please either post the content of the actual bill into the first post or paste the link, via the bill's state, into the post. Please do not post an interpretation of the bill from an organization that already has a formed opinion regarding the bill; this does not foster discussion of the actual merits of the bill. Rather, it leads to discussion about who/what is behind the bill, which isn't productive. Posts that largely focus on criticizing who might be behind the bill, rather than the merits of the bill, will be deleted. | Section 10. License requirements. Any person who maintains 2 3 or more female dogs for the purpose of the sale of their 3 offspring must be licensed under this Act. Any applicant is ineligible for licensure if he or she has 9 been convicted of any of the following: 10 (1) A felony under any Section of the Humane Care for 11 Animals Act. (c) Applicants for licensure must have their fingerprints unannounced inspection of the licensee. An inspection fee may A licensed dog breeder must maintain no more than 20 20 unaltered dogs over the age of one year. 21 (b) Unaltered dogs must meet the following criteria before 22 being bred: 23 (1) A male unaltered dog must have been examined by a 24 veterinarian at least once a year and a female unaltered 25 dog must be examined by a veterinarian at least once a year All indoor housing facilities must meet all of the 18 following requirements: 19 (1) Be sufficiently heated and cooled to protect the 20 dogs from temperature or humidity extremes and to provide 21 for their health and well-being. The ambient temperature in 22 the facility must not fall below 50 degrees Fahrenheit or 23 rise above 85 degrees Fahrenheit. 24 (2) Be sufficiently ventilated at all times to minimize 25 odors, drafts, and ammonia levels and to prevent moisture This is to substanuate some of the things that I had posted, that you saw fit to remove. the questions were ask for input from a dog breeder on this up and coming HB 198. I replyed as a dog breeder and it was not posted. I know that this forum is a forum of pet owners not breeders. I am sorry that it is felt that way that it is against us breeders. I like the forum to keep in contact with the public and the yorkies. I love my yorkies and want to be involved with them. This bill will effect many pet owners, not just the substandard kennels. Yes substandard kennels should be regulated or shut down. . |

| I found this update on the AKC site..."UPDATE: Illinois Breeders Bill and Crop/Dock Bill to be Redrafted Print This Article [Thursday, February 19, 2009] Although both Senate Bill 139, the crop/dock bill, and House Bill 198, a breeder regulation bill, were to be heard in committee this week, both bills have been removed from their respective agendas and we expect them to be significantly rewritten. Further, House Bill 198 is unlikely to move at all. Instead, the companion bill, Senate Bill 53 is likely to be the vehicle for any legislation addressing dog breeder licensing. The AKC Government Relations Department thanks all those who have made phone calls, and sent letters, faxes and emails to their representatives – you have made a major impact!!!"
