When will my ship come in

Can life out here for all us unemployed people get any worse. I live in Michigan and there are no jobs. My husband has been laid off since March 2008. I got laid off in Feb 2009. To make matters worse due to health issue I can not work anymore. I have applied for Social Sercuirty but of coarse I was denied the first time around. Yes I do have a lawyer. My husband searches everyday for a job. He is unskilled. He has worked in warehouses. So Michigan came up with this wonderful idea of retraining individuals that skills were obsolete, or that were unskilled. They called it the no worker left behind. We finally had a glimmer of hope. My husband decided to go back to school and get training in wind and solar energy. They turned him down because of a mistake he made 12 years ago as a kid being stupid. So he decided to go into computers. He found a school and sign up. The state will pay up to $10,000 for your school. This seemed to be perfect. The schooling was only $9995.00 for an 18 month coarse. He was to start Aug 18th. Well guess what, the state has run out of money and the program is on hold. He can not go to school now. What is a person suppose to do to support there family. I keep waiting for our ship to come in but it keeps drifting further away. What is a person suppose to do?
