I thought the same thing as you, but then I realized the number needed changed. What's needed is 100 signatures, but the number left represents the number who signed the petition subtracted from 100, the number needed for the petition.

I hope more people sign this petition to speak out against the abuse of these defenseless pups. We are first dog lovers and secondly Yorkie lovers who need to advocate for any pups who are abused.

The website now says they need 200 signatures. I believe the more people sign, the stronger we can advocate for these dogs and to fight animal abuse. They allow you to sign anonymously if need be.
