It is definitely a risk. I do not give "papers" to the buyer until I have proof from the vet--a spay/neuter certificate. On the really small puppies--the ones I don't want to see bred--dangerous to their lives--it is important to me that I 100% trust the individual will spay the puppy when it is big enough or I won't let them have the puppy.
