Has your Yorkie been tested by vet via skin scraping? To see if it's yeast or bacterial or both or whatever is happening there? It sounds like yeast to me, it's us accompanied by itchiness & it smells stinky. I used to have a very yeasty dog, she's doing great now, yeast free.
Yeasty dogs do not do well w/carbs in their diet. You need to eliminate all sugary foods bc that is food for the yeast. No grains, potatoes, no treats containing molasses etc.
