I'm guessing the pain med was Rimadyl as it's for pain and inflammation and is commonly used for this type of injury. However usually the owner is specifically told to watch for other signs like the dog appearing to be drunk and/or vomiting and if the dog shows any other symptoms to return ASAP. The OP said the dog seemed drunk and is thinking it's from the pain meds and I do not believe it's from the meds. I do hope the OP took the dog back to the vet or it could be in serious trouble.
