When my girls were growing out ...I placed little bows closer to the front of their heads - as the hair grows longer - you can move it back more between the ears.
I would just try and gather a tiny bit of hair to get Kloey used to having a bow in. It just takes time and the hair WILL grow - Hair doesn't really need to be really long to put a bow in...it's more WHERE you put the bow ...
