Apparently this bill was passed last week and became law. It will not go into effect until April 1, 2010, though. It looks like the four month age requirement can be pushed back for medical reasons. I'm sure a toy breed puppy would qualify. As far as being required to show to get a permit to waive spaying or neutering, I think it reveals the intent of the law which is to cut down on puppies from backyard breeders, accidental litters, etc. While many may be upset about it, I think it is a benefit to purebred dogs. The market is gluted with Yorkies from BYB's who are really far off the breed standard and full of genetic health problems. Just look at all the Yorkies on Petfinder, in rescues and shelters, listed on Craigslist, etc. looking for homes. |
