Looking for teacup yorkies!

I have the most adorable 7 month old Yorkie, Charlie, I am not making headway on housebreaking him. I use the pee pads when I leave him alone, and I take him outside when I'm home. He does very well outside. Is it possible that I'm confusing him using pee pads and taking him outside?? Also, when I leave him alone he tears his pee pads up, I think from boredom, which makes me wonder if I should get another Yorkie for him to have a friend...? But he is so close to me I'm afraid if I had another yorki he hay not be as close to me...? Not to mention I would then have double the housebreaking issues??? Please advise. I'm afraid I am just complicating things...? But yorkies are the most adorable dog I have ever had!! I'm totally smitten!!! He makes me soo happy!!
