Please help, my new Yorkie Puppy shakes....

I have a yorkie puppy that we have had roughly about 2 1/2 weeks. Since we got the new puppy whenever I walk by him or call him to me he runs the other way and goes into a corner and shakes. I have been trying to get him to come to me and he goes in a "safe zone" and shakes profusely. But, if my husband is there he goes right to my husband and does not shake when around him.
I have another male yokie for 2 1/2 years now and he does not do this. This puppy has been this way since bringing him home and I cannot seem to figure out why he is doing this or how to get him to stop shaking and come to me. Treats aren't working either...
Any advice, help is greatly appreciated. Thank you....
