What size dog would the size small floral Puppia harness fit?

In my experience 5 1/2 to 6 lbs. 6 lbs is topping the comfort zone for fitting it over the dog's head. I would go by the smaller chest size below:

Their size chart says:

Chest 10.5"-16"
