Winograd claims that almost all shelters operate per HSUS written guidelines. These guidelines don't have any kind of kill or adoption targets specified. Instead, it has rules such as that a dog must be held for five days before it is destroyed. I believe it also mandates that all cats must be adopted out as indoor pets only. They must be online somewhere -- I'll try to find a link. |
