Not sure why they like to do that so much. Have not noticed them doing it more on jeans than any other though. Mine especially like newly-lotioned legs. I worry the lotion is not that good for them and don't like to be licked anyway so I make them stop.
As far as looking sweaty or greasy. First thought would be what are you using to shampoo/conditon with? Are you making sure to rinse extra well? I always rinse until I think I am done, and then twice more. I have foiund some conditioners leave mine greasy looking. For instance, Cowboy Magic Detangler is great for a mat removal but takes forever to rinse out enough they will not be a greasy mess the next day. If it is not the product, then diet might be another thing to look at. Good quality kibble? No table scraps with too much fat or grease? Third, would be health concerns. Thyroid problems, for instance can leave them anywhere from extra dry, to greasy and extra sweaty.
