That said, as long his romps in the snow will be for short periods of time under your supervision, it's probably OK. If he refuses to move and can't stop shivering, put him in your coat. Don't let him shiver for long.
As for clothes, yes, I'd get a fleece and or fleece/nylon parka for sure. I swear by booties, but it took me weeks of daily walks to get him to tolerate them. Unless you can pick up some for cheap, it's probably not worth it. He'll probably refuse to walk.
