I really don't have anything magical to offer. What I can tell you is that each case is different; and I have found that they each respond differently to different meds and protocols.
There is stent surgery, but I personally don't have experience with it. I feel it just does not have the success rate that I am comfortable with. There are other people who may have experience with it and different opinions than mine.
It is a very frustrating condition when a pup is having severe symptoms. If you can keep her symptom free it is best because the more they cough, the more irritated the trachea becomes. One interesting medication I have used is Lomotil. You may want to ask your vet about it.
