I have a list of organizations that help, but to date I have not seen anyone get help. If the OP sends me a PM I will email my list to her and she can send it to that lady. IMOM is on that list....they are supposedly good....but I am quite sure they are inundated with requests. Nothing beats a failure but a try, though.

The problem here is that this might be an emergency if it involves the trachea. No way of knowing for sure. But, if it is, then those organizations would not help that quickly.....and sometimes rescue is the only answer to save the pup.

Just an FYI: (no help for this situation) There is a program in England for people with pets who are unemployed that enables them to get care for their pets.

Shame something like that can't be put in place here in the States.

Would be nice, but every govt program costs money (tax dollars). We can't afford Social Security and Medicare as it is.

I just took a quick look at the PSDA site and it is not quite so black and white. It's a charity and you need to meet very specific requirements plus it is NOT free you are required to make a donation back to the charity for care.

In the US there are plenty of low cost programs for basic vet care. Right in my area there is a low cost clinic that offers all types of different services for pets beyond the scope of vaccines. It is also run on volunteers and donations.

I applied for the care credit card in order to afford the vet bills for my yorkie who passed away last year in November. It was a big help to spread the payments out over a period of time without interest. It is sad that we have to be suspect of anyone asking for money...but that is just a reality. She could be 100% honest, but you just never know.

I would suggest that she contact a local animal league, aspca or rescue and see if they can offer any help for her pup. It's a shame that vet procedures are so expensive, but such is life. The more advanced medical/vet care becomes, the more expensive it is.

I wish her only the best for her pup and herself.

Whether you get upset by it or not, sometimes the best course of action FOR the dog is to surrender it to someone who can provide the care they need. It\'s more humane than letting the dog suffer.
