A lot of dogs there are mistreated, especially from the provinces, where majority of people didn't go to school. I do not know what would move the President to protect animal rights when the rights of the people are not even protected. Donating funds or any monetary support that will pass through the hands of the gov't will only go to the pockets of some. I think in order to lessen and eventually stop it, the population of the Philippine native dogs must be controlled through spaying/neutering... although it's very cheap in the Philippines(less than $50), the poor can't afford it when a college graduate with stable work only earns $10/day.As of the moment, only those pure-bred dogs are protected and cared for because they are valuable. On the other hand, the Natives, with huge population can't be sold as pets (they don't have monetary value), and are killed for meat and killed for entertainment in pitbull training, they are usually rabid dogs.   
PAWS is a non-govt organization in the Philippines who does something about the situation and rescue some of the dogs. Please support them instead if you want to do something about it.
