can you maybe talk to some businesses in your area? Maybe local dog shelters, small grooming businesses, or even non-pet related businesses. I've been in the process of starting a dog treat business for the last year and I became involved with an event that the Western PA humane society was having. I donated samples for the event last friday and the boxes had my contact information. I also met a few people (local small business owners) at the event who told me that they would sell my treats at their stores (one was a florist, and one was a kitchen supply store). Both businesses are in high traffic areas so even if people don't buy the treats, I could have fliers of my products so my name will get out there.
Another thing you can do (if you are able) is to talk to someone at a local animal shelter and tell them that you would be willing to donate a small percentage of the proceeds (of the items sold there) back to the shelter. Price your treats in a way that you will not be losing money but are still able to donate 10 or 15%. You could also offer small bags of free samples to whomever adopts a dog. If you are able to afford to do this, your name will get out there faster.
