ASPCA: NY, Protect Puppies & Kittens Sold in Our State! Dear New York Advocates, Under current New York state law, pet breeders who sell a requisite number of dogs or cats to the public are required to be licensed by the state as “pet dealers.” Under the terms of this license, pet dealers must uphold certain standards of humane animal care. However, there is another group of large-scale commercial breeders that isn’t given similar oversight—breeders who sell to pet stores, other breeders, wholesalers, brokers and medical facilities. Because of this gap in New York state law, some large-scale dog breeding facilities—many of which breed thousands of animals each year—have been cited for violations of the federal Animal Welfare Act, yet continue to operate due to scant federal enforcement ability. Legislation now before the New York Senate, A 536/S.3082, would close this loophole and bring all relevant commercial animal breeders under the “pet dealer” umbrella. What You Can Do Please visit the ASPCA Advocacy Center to send an email to your state senator and Senate Majority Leader Joe Bruno, asking them to support A 536/S.3082.
