I came across a Puppy Mill Bill on the ASPCA site

This is the proposed bill

Sounds like a great bill, it says,

Introduced in Congress in late May, a bill called the Puppy Uniform Protection and Safety (PUPS) Act will bring all commercial dog breeders in the United States under federal oversight by requiring any breeder who sells or offers to sell more than 50 dogs annually to the public—including over the Internet—to be licensed and inspected. The bill will also require all licensed breeders to exercise every dog daily.
I don't want small breeders to get worked up about this bill, this is for large scale breeders, selling over 50 dogs a year. Your link has a place to send an email to your local representatives, and I urge every one to inform their representatives to pass this bill.

I'm definitely in support of legislation against puppymills, :thumbup: but I'm just curious-does required USDA licensing really do anything? breeders that sell to brokers and petstores (puppymills) are USDA licensed, so how does this help? :confused: At least they're required to excercise them everyday, but that doesn't mean the rest of the time they're not caged.
Please note that I'm not against this bill, just trying to understand. :)

Please note that I'm not against this bill, just trying to understand. :)
One thing I noticed, especially here on YT, is if a breeder in on the USDA list that means pet owners will stay away. To me seeing a breeder listed with the USDA is a huge red flag and I would warn others to stay away, hopefully that puts a dent in their business. Plus, do you honestly think puppymills are really going to put forth the effort to exercise the dogs everyday? That will require more help, which costs $$$$, you know they only care about the $$$$$.
