does anyone know how i can make one?...or buy one i want canella to have it by halloween

Metropaws has the cutest selection of tutus, but I can't get the website to load right now, and I doubt it would get to you by tomorrow anyways. I'm not much help, am I?

I did see some at our Petsmart a few weeks ago. Have you tried there?

You can make on easily. Measure enough elastic that it will reach around their waist & not stretch and and tie the ends. Next take tulle and cut into 2" x 6" strips. Now tie them onto the elastic. I tied twice = a knot in the center of the tulle. I have a pic of Angelo wearing the one I made. If you need pics I can make a tutorial.

Here are a couple pics. Pretty much you keep doing the strips over and over until the tutu is very full. Its takes awhile and some patience. But its so cute when done. You could even add some spray glitter or bling.

I got one for Maggie at Michaels, in the bear clothes section. It is big around for her but I cut it down.

and then when its done do you just sew the elastic end together?...are the knots uncomfortable to them?

If you have a dollar tree, they have some for a buck! Really cute, but you'll have to cut one side down so she won't pee on it.

I just knotted the ends together and the tulle covers it. When you measure it should fit, unstretched and be able to fit a finger between her & the tutu.

Angelo didn't mind wearing it, and it wasn't restrictive enough to hurt. The knots stay on the outside of tutu and help it fluff up. :D
