It sound like she might be purposely breeding tiny Yorkies without consideration of the Yorkshire Terrier Standard. She is most likely not a member of the YTCA and could very well be in it just for the money but it is still possible that she has beautiful, healthy dogs. I, myself, would never pay that kind of money for a pet Yorkie.
