The swelling and sensitivity to light are concerning. Does she have eye discharge as well? She may have dry eye in addition to conditions caused by allergies -- that might explain why the bathing/shampoos are such an irritant. With dry eye, corneal ulcers are a big concern.

Sounds like she does need to see a specialist. It would be worth the drive. We are like you and don't have a local specialist. The closest ones are an hour away.
