There's no formal way to make a sticky, if someone writes an informative thread, and people think it's useful, someone might PM admin to make a sticky on it. Now that we have a library, the same thing is happening there. I have read threads that suggested best reading material, and someone could request really great threads like that be placed in the library. There a a few stickies in the grooming section, that could answer some of your questions.
