Titering for rabies is a waste of money in my opinion. If she would happen to bite someone, a titer probably won't hold up. I would do the one year booster and then every three years to comply with state law.

Here is the thread about titering. There are so many protocols you could follow and not too much research backing any of them. Dr. Dodds would say vaccinate at one year and then titer every year until they go low, then revaccinate. The problem with that is some dog's titers don't stay high (like Ellie's distemper) but that doesn't mean they aren't protected. A low titer means low humoral immunity but not necessarily low cellular immunity. Doing a one year booster and then vaccinating every three years without titering would be the AAHA's protocol, but it is likely not necessary to vaccinate every three years. I would do the one year boosters and spend the next year deciding what to do.
By the way, I said that parainfluenza isn't a core vaccine and it isn't but if I had a healthy dog, I would likely let the vet give DHPP because if it isn't done that way they will probably need to order in DHP or give all of these in singles. Singles are fine (I prefer them because the immune system has a chance to respond to all of these viruses) but then there can be more of a chance for injection site issues to happen (especially in cats)...
