For absentee ballots (as opposed to early voting) they typically only count them right away if they would change the outcome. Say Canidate X wins by 5% and only 1% of voters voted absentee. (They know how many people request absentee ballots.) It wouldn't change the outcome of the election. Also, results will be posted but not "certified" until all votes are in and counted. I believe absentees only need to be postmarked by today, like taxes, and they will be counted later. Our friend ran for congress last election and it was SUPER close so we did have to wait a few weeks for the "certified" results and he ended up loosing by like 1%. They were pretty close though even with the unofficial results, we knew he barely lost but we didn't find out by exactly how many votes until they certified the results.
I've been involved in a lot of small local elections and you would be amazed by what you learn just by volunteering for a campaign, any campaign, even if it's just your local rep or referendum.
