Don't give up. Please. Some dogs take longer than others.

You just need one or two successes outside. I would suggest that you feed and water your pup and then go on a long walk. Walk until she relieves herself. She's got to sometime! As soon as she does it, praise, praise, praise and give her her favorite treats.

I've never pee pad trained, but the concept is the same. If you want them to go on the pad, be there when they do it right. Praise and treat.
