Yes they can lose them at over a year of age. It is unfortunate the vet who did the neutering didn't look.
How old is he now? If the teeth are not overcrowding or throwing off the bite you could wait and see providing they are not damaging the secondary ones and watch for buildup of food and/or tartar from the overcrowding. You may end up having them removed by the Vet.
I have seen dogs with retained baby teeth still at 3 or 4 years of age and they did a lot of damage to the positioning of the secondary teeth. No not my dogs, pet grooming clients.
