That is actually unconstitutional!!
You have the right to privacy and they do not have the right to "inspect or search" your home under false pretenses or without your permission unless they have a court ordered warrant!
Now if a neighbor complained that you had more pets than legally allowed, wouldn't they call the Dog Warden??? Not PETA???
