I took my boys to a mall here in Georgia during December, and I think I would have been fine, except that I chose a too public spot to unzip the stroller to give them water. A little boy approached and Mo went bezerk and started growling and barking- he hates men. I hastily re-zipped the stroller, but a security guard heard the commotion and came and told me no dogs in the mall.
If I had watered them in a quiet spot I don't think anyone would have noticed. I did have a hard time getting up and down the mall because lots of people were attracted to sight of their cute selves and wanted me to stop and chat!
