Although the technology exists for an implantable GPS chip, I don't know of any being done or at least not advertised. The implantable chips they offer at most vet's offices are not transmitters. They remain passive and are only read when scanned.
The GPS pet units I have seen advertised attach to the collar and are too bulky for me to consider for our Yorkies. But many hunters use them. They come with an initial cost for the unit and then a monthly fee for the satellite service.
Petland uses the microchip -- it has to be scanned to see the information and is
not a GPS tracking unit:
