The dog is supposed to be in the carrier at al times.
Stowed under the seatin front of you for take off and landing.
During the flight, you can hold the carrier on your lap, or put it next to you if the seat is empty.
I am a FA...just letting you know the regulations. Some of us chill out about it (me) but I work with others who get crazed if the pet comes out, or if you even unzip to stick your hand in.
