When people have paid me with a credit card or by instant transfer from a bank account the funds were transferred immediately from them to me. When people have paid me using an e-check, it needed a few days to clear. It shows up on my account as uncleared. When the check does clear, paypal sends me an email letting me know that the funds have now been transferred over to me and that it is safe to ship out the merchandise. It seems like she is paying you using an e-check and when it's time for it to clear, she has insufficient funds in her account for it to clear. In my experience, when you are paying someone, you need to indicate HOW you will be paying them (e.g., e-check, instant transfer, etc.). I've never heard of paypal going into your account and determine who gets paid and when. That is something that the person sending the money decides.
The only time money was withdrawn from my paypal account without my permission was when someone hacked into my account and HE authorized the money transfer, not me or paypal.
