Hi, many times the milk won't come in til whelping time, so don't worry about that. 99 degrees is a good temp. That's the normal drop 99-100 a week or so before whelp it'll hang and fluctuate. They usually drop into the lower 98 degrees then you have around 12- 36 hours. Trust your instincts, and work with your to do what's best for your girl. Personally, I would be leary of doing a c-section without some sign of my girl going into labor first (has caused many of premature puppies deaths). Meanwhile, you can research more and more to help you feel more confident that your girls going to be just fine.
