Funny you should mention this. We went to my in-laws house for a few days and it was the first time Sandy has been introduced to their Pug. Sandy is scared of big dogs, but has been totally fine around other small dogs (a toy poodle, lhaso apso, two other yorkies and a pom) but the second she layed eyes (or nose, who can say?) on my mother-in-law's pug, she started shaking and wanted me to hold her. I ended up holding her almost the entire time we were there, and the only people she wanted near her were my daughter and I. So, whew - I have NO idea, but sometimes these little guys just get scared and need reassurance. Sometimes something small can set them off.
Anyway, good luck with little Higgins. My suggestion would be to continue to give him lots of love and reassurance - that's what I did anyway
