I can only tell you of my experience and not sure if it is genetic.
Several years ago when I brought my first yorkie home, with her ears tapped, I removed it and they flopped. I retapped and removed and they flopped. I began researching an found that if I shaved the ears all the way down on both sides, it would help. Well I tried it and retapped. 3 days latter removed the tape and waited, 1, 2, 3, 4 days they never went back down.
I shave my pups ears before they even open their eyes and every week there after. I have to tape some of their ears and not others.
