No, I don't think that is cruel at all.
Here are few other things to try to speed up the process:
1) You may need to stay outside with him for longer than 10 -15 minutes at first.
2) Take your treats with you when you go outside so that you can reward him
immediately for pottying appropriately. If you wait until you go back in the house, you run the risk that he doesn't connect the treat with the pottying.
3) Leave some of his old poop outside. Take him to smell the poop as soon as you take him outside. Dogs often stimulate themselves to defecate by smelling old excrement.
