It sounds like you're doing all the right things - sometimes I have to physically carry Cheri out to do hers - and she IS trained on pee pads too - it just depends on her mood whether she has accidents and just like Chachi said - the weather -
if you're inside training only - try to put her in her litter box every few hours if you can - basically you're planting the seed to 'go' but other than that - I'm NO help. I was very lucky with Chanel....and Cheri has been an ongoing process
