I guess it depends on her size. When i got Chewy, she was 4lbs and couldnt get up onto anything herself either. She just stood by my bed and whined until i picked her up, and the same thing when she wanted to get down. Now she is about 6.5 lbs and has no probems jumping onto anything.
I would say if shes not fully grown, give her some more time.
